His Excellency the Governor, to enquire
whether the passage tickets of the Chinese Emigrants given to you by the Agent are to be explained to the Chinese Emigrants, and
why the duplicates are not signed by
the Emigration Officer.

His Excellency is to understand that the
Emigration Officer certifies that each of these
Chinese labourers paid $36 in
full for
passage without
any
contract written
or unwritten
to work
the money on arrival in Australia.
